What is UTS and Why Do You Need It?
The UTS (Kozmetik Ürün Bildirim Portalı) is TİTCK's electronic cosmetics notification system. Under Turkish Cosmetics Law No. 5324 and Regulation No. 32184, every cosmetic product must be notified in UTS before it can be placed on the Turkish market.
To complete the UTS notification, you need:

✓ A qualified Responsible Person (RP) based in Turkey

✓ A complete Product Information File (PIF), including formula, GMP evidence, and stability data

✓ A Cosmetic Product Safety Report (CPSR), signed by a qualified safety assessor

✓ An ISO 11930 Preservative Efficacy Test (PET) result, which is where Noveksi helps

What is ISO 11930 Preservative Efficacy Testing (PET)?

ISO 11930 is the international standard for evaluating whether a cosmetic product's preservative system adequately protects it against microbial contamination. The test introduces five types of microorganisms (bacteria, mould, and yeasts) into the cosmetic product formula. Results show whether the preservative system keeps the product safe throughout its intended shelf life.


PET is mandatory for:
  • Any cosmetic with a water-containing formula (creams, serums, gels, shampoos, lotions) 
  • Any product making microbiological safety claims
  • Completing the CPSR required for TİTCK UTS registration 
  • EU Cosmetic Regulation (EC) 1223/2009 compliance. Without a valid ISO 11930 PET result, your safety assessor cannot certify your product, and you cannot complete the UTS notification.

NEW April 2025 Turkish E-Commerce Cosmetic Rules
  1. From 1 April 2025, all cosmetic brands selling online in Turkey must include UTS notification numbers, full Turkish-language labelling, INCI ingredient lists in Turkish, and compliance documentation in their product listings.
  2. Penalties for non-compliance include product removal and fines up to 200,000 TRY.
